European Union ministers are convening in Brussels to negotiate the bloc’s upcoming seven-year budget, with Ireland spearheading the discussions as the current holder of the Council presidency. The European Commission has put forward a €1.9 trillion budget proposal for 2028–2034, yet member states like Germany, Denmark, the Netherlands, Sweden, and Austria are advocating for significant cuts. Conversely, some nations are keen to preserve funding for agriculture and regional cohesion.
The talks are critical as the EU must also plan for the repayment of post-Covid recovery loans starting in 2028, requiring an annual budgetary allocation of €24–€25 billion. In tandem, the ministers are exploring new revenue streams for the EU. Potential measures suggest redirecting certain carbon levies, contributions from large corporations, and taxes on tobacco and electronic waste, which could collectively bring in approximately €44 billion each year.
Further revenue proposals under consideration include taxes on cryptocurrencies and major technology firms, as well as a gambling levy. However, these new financial measures will require unanimous consent from all EU member states, posing a challenge to their implementation.
Ireland is in the process of crafting a draft negotiating framework in anticipation of an upcoming EU leaders’ summit in October. The Irish government has expressed a strong commitment to reaching a budget agreement during its presidency of the Council of the European Union.
In a separate development, the EU and the Philippines have achieved significant progress towards finalizing a free trade agreement, a process that was initiated in 2016 and resumed in 2024. The anticipated agreement aims to eliminate tariffs on over 97% of bilateral trade, with trade in goods between the two entities valued at €17.6 billion last year and services trade reaching €10.3 billion in 2024.
